Is New Hampshire on the verge of battery energy storage history?

The only question left to be settled is a big one: Should utilities own behind-the-meter batteries?

A small investor-owned utility in New Hampshire may be on the verge of regulatory approval for one of the most ambitious U.S. tests yet of utility-owned, customer-sited battery energy storage systems.

In the process, regulators and stakeholders of the DE 17-189 proceeding are wrestling with a question of vital interest to the rest of the 3,000-plus U.S. utilities: Should a utility own customer-sited storage or is it a distributed energy resource (DER) that should be left to private sector providers?

Utilities have already seen the benefits that large-scale battery energy storage offers in shaving peak demand, providing grid services, and making systems more flexible. There is a clear opportunity to use customer-sited battery storage in the same way. But the question of how far utilities can intrude into markets so far served by private sector vendors must first be answered.

Vermont goes first

The only major U.S. utility-owned, behind-the-meter (BTM) battery storage is the Green Mountain Power (GMP) pilot project, according to GTM Research Energy Storage Analyst Brett Simon. GMP, the dominant Vermont electricity provider, is installing 2,000 behind-the-meter Tesla Powerwalls that will provide dispatchable energy and other grid services to New England’s wholesale electricity markets. Customers pay a one-time $1,300 fee or a monthly $15 fee to participate.

How solar power could become a victim of its own success

Solar is the world’s fastest growing source of new energy, outpacing growth in all other forms of renewable energy, according to research by the International Energy Agency (IEA) published in November. Renewables overall accounted for two thirds of new power added to the world’s grids in 2016, and solar even overtook coal in terms of net growth. This enormous boost has come about thanks in part to the plummeting costs of getting rigged up to wind and solar, as well as massive growth in China and India.

Good times, then, for the Earth’s long-term prospects of continuing to power itself, and taper the consumption of fossil fuels. At the end of April, 85 per cent of German electricity came from renewable sources, establishing a new national record for the country, with breezy, warm and sunny weather combining to create a renewable whammy of unseen proportions.

Last week, solar overtook biomass to become the third source of renewable energy in the US, and renewables in the country now provide 17 per cent of overall electricity, marking good progress, though there is still a way to go with solar only constituting one per cent. Read More

Solar power plant deal signed

A massive solar power plant is to be built on a vacant runway at the airport.

Saturn Solar Bermuda 1, a part of Canadian-based Saturn Power, will develop the six-megawatt power plant on “the finger”, a runway and munitions pier when the airport was run by the US Navy as a Naval Air Station.

The generating plant will be the first large-scale renewable energy resource on the island.

Walter Roban, the Minister of Transport and Regulatory Affairs, said: “Out of nine candidates, six being Bermudian, Saturn Power came in as the lowest bidder at 10.3 cents per kilowatt hour.

Distributed Solar Is Less Expensive Than Delivered Coal Power


On March 22, 2017, Rocky Mountain Institute’s Shine Program released a request for proposals (RFP) for community-scale solar on behalf of a group of rural electric cooperatives in eastern and northern Colorado. The RFP was part of RMI’s ongoing work to develop the community-scale market nationwide.

Nearly 30 developers responded to the RFP, providing highly competitive bids. Prices for solar power purchase agreements were lower than the value of solar to the co-ops, and so solar is expected to result in economic savings for participating co-ops.

RFP results confirm that we have crossed a significant tipping point where distributed solar is not only a means to supply green energy and to promote regional economic development, but also an opportunity to decrease energy costs and to drive down bills for price-sensitive energy consumers. The Colorado RFP outcomes are informative to utilities nationwide, but particularly to co-ops and municipal utilities in Colorado and neighboring states that are contemplating solar development and are interested in joining a regional procurement opportunity. Saudi Aramco CEO Says Oil Supply Shortage Coming, Cites Steep Drop In Conventional Discoveries & Steep Drop In Investments


The CEO of Saudi Aramco, Amin Nasser, was recently quoted at a conference in Istanbul as saying that the world is likely heading towards an oil supply shortage before too long as a result of falling discoveries of new conventional oil reserves and steep drops in new investment.

This situation — peak oil for conventional oil fields, which was passed several years back, and the growing dependence on expensive “unconventional” options — is one that we’ve reported on numerous times now.

We’ve also reported on the way that the oil price crash of recent years has led directly to rapid increases in the debt levels at many top oil companies, and to a steep drop in new investments.

While taking an oil exec at their word when they’re discussing the oil market is probably ill-advised, in general, Nasser is more or less just stating the blunt reality of the situation here — as far as general trends go, oil is only going to get more expensive as time goes by, as cheap conventionals are rapidly being depleted.

“If we look at the long-term situation of oil supplies, for example, the picture is becoming increasingly worrying,” Nasser commented, as reported by Reuters. “Financial investors are shying away from making much needed large investments in oil exploration, long-term development and the related infrastructure. Investments in smaller increments such as shale oil will just not cut it.”

To put a figure to that, around $1 trillion in new investments have been “lost” since 2014 or so. This only compounds the situation as regards the increasing difficulty of finding new conventional oil reserves. Could the entire American economy run on renewable energy alone?

This may seem like an irrelevant question, given that both the White House and Congress are controlled by a party that rejects the scientific consensus about human-driven climate change. But the proposition that it could, long a dream of an environmental movement as wary of nuclear energy as it is of fossil fuels, has been gaining ground among policy makers committed to reducing the nation’s carbon footprint. Democrats in both the United States Senate and in the California Assembly have proposed legislation this year calling for a full transition to renewable energy sources.

They are relying on what looks like a watertight scholarly analysis to support their call: the work of a prominent energy systems engineer from Stanford University, Mark Z. Jacobson. With three co-authors, he published a widely heralded article two years ago asserting that it would be eminently feasible to power the American economy by midcentury almost entirely with energy from the wind, the sun and water. What’s more, it would be cheaper than running it on fossil fuels.

Bermuda Government seeks feedback on fuels policy


National fuels policy is the subject of a new government discussion paper — and the Department of Energy is now seeking public feedback on it.

The policy sets out the government’s aims of achieving a mix of fuels that is cost effective and less polluting.

The document, which is available on this webpage under the heading of Related Media, can also be found on the Bermuda Government web portal or in hard copy from the Department of Energy at the Government Administration Building, 3rd floor, 30 Parliament Street.

The deadline for written comments on the policy document is close of business on July 7, 2017, submitted via e-mail to energy@gov.bm or by hand at the Department of Energy, Government Administration Building, 3rd floor, 30 Parliament Street.

The Department says it will review all information obtained and respond to each submission.

The Caribbean Transitional Energy Conference (CTEC)


Caribbean economies suffer from some of the highest electricity prices in the world.

Despite their abundance of renewable energy sources, Cayman has a relatively low level of renewable energy penetration; the economy continues to spend a large proportion of its GDP on imported fossil fuels and residents and businesses continue to pay some of the highest electricity bills in the region. CARICOM's Commercialization of energy efficiency programs and projects in the Caribbean.

As part of its mandate to promote resilient energy matrices region-wide, CARICOM has identified the promotion of investment into energy efficiency programs and projects as a priority action item.

What’s at Stake in an Economy with Low Oil Prices

In the past, low oil prices have been seen as a boon, particularly at the gas pump. They’ve been credited with boosting economies and stirring growth. But recently oil prices have dropped so low that warning bells rippled through global markets, and they remain volatile. What does all this mean for countries and companies? How big is the risk?

For answers, I talked to Ian Bremmer, president of Eurasia Group and author of Superpower: Three Choices for America’s Role in the World. An edited version of our conversation is below.

HBR: Do you see sustained low oil prices as a risk? How so, and how large?

Bremmer: Markets have been diving on low oil prices recently not because the traditional understanding is broken; it is still true that low oil prices are good for the U.S. economy as well as for Europe, China, India. All of these consumers are going to benefit. The problem is that the IMF has been downgrading growth. They’re concerned about monetary supply, a Chinese slowdown, crises around Europe, and also that U.S. growth is not quite as robust as you’d like it to be.

The risks in lower energy prices have a lot more to do with sustainability of some of the governments around the world that are really dependent on commodity revenues for their own legitimacy and power. Venezuela is going to default in the next six months if the Chinese don’t find the wherewithal to bail them out significantly. Russia, as a big oil producer, is feeling real strains — nothing destabilizing yet, and Putin is in total control, but taxes and inflation are going up. Nigeria is going to need a new IMF program.

Most worryingly, of course, are the petro states in the Middle East and the emerging-market producer countries with brittle institutions that are trying to stay stable when the one thing that provided them legitimacy — the ability to write really big checks — is falling apart. Plus, we have Iranian sanctions coming off, which is going to lead to a lot more Iranian production, a lot more Iraqi production, and more Libyan production. These prices are going to stay low for some time. This is structural.

There has been hand-wringing about a possible connection between sustained low oil prices and the risk of another global recession. Could oil prices actually be driving increased risk of a slowdown?

I don’t think so. I know people say that every 7–8 years on average we’ve had a recession in the postwar era, and the last one was in 2008, so we’re due. People see all of the economic constraints in growth around the world. These gain some momentum in the news, then seeing oil prices dive makes people grow more negative. But that’s very different from saying we’re on the cusp of another global recession, and it doesn’t feel like we’re entering that kind of environment right now, oil prices or no.

Do you think lower oil prices could slow the transition away from fossil fuels, the demand for electric vehicles, the shift to wind and solar, and other renewable sources of energy?

Clearly, the shift in price pushes out the date that you expect these things to really expand and become large market participants globally, but I don’t think there’s any possibility the transition to renewables will just stop or slow dramatically. We’re well beyond that point. Governments around the world are very much onboard with the notion of climate change and believe that it’s going to get worse. Industrial renewables are still going to be huge.

Keep in mind that if you’re China, you need everything. The growth and energy demand in China is immense. They’re investing more in nuclear than anyone around the world. They’re not going to stop doing that because energy prices are low. They know they need it. They’re going to do huge amounts of wind, a huge amount of solar, and that’s going to continue to drive a lot of research and to generate technological benefits in the economy as well.

In your tweets and commentary from Davos, you remarked on something called the “Fourth Industrial Revolution.” How is this connected to what’s going on with oil?

By the “Fourth Industrial Revolution,” people mean things, like automation and AI and genomics and 3D printing, that are going to transform every sector and take jobs out of economies. Most people I spoke to at Davos thought that this transformation would happen within 10 years, that we’ll see dramatic changes in the way we think about these sectors and in labor.

I generally agree, but the revolution is already hitting energy, right now. Seems like just yesterday we thought we had peak oil, we thought we were running out, that it was in the hands of traditional producers. Suddenly, overnight, it’s in the hands of a number of entrepreneurs unleashed on the U.S. market. Within the course of just a few years, frackingwent from being viewed as never-going-to-happen to a world-changing technology.

America is now the largest energy producer in the world. The problem is, if you’re Saudi Arabia, it’s not labor that makes your economy work, it’s oil. A year ago, if you talked to Saudi leaders, they would have told you, “Oh, this is a pipe dream,” pardon the pun. They didn’t prepare for this over the past decades when times were good. Now time has suddenly turned against them very quickly. For them, this Fourth Industrial Revolution is not only disruptive, it’s disruptive in a big way, immediately. More

Grenada hosting inaugural Caribbean Waste to Energy conference

A four-day inaugural Caribbean Waste to Energy Conference and Exposition began here on Wednesday with Prime Minister Dr Keith Mitchell indicating that Grenada is fully committed to working towards a zero-waste economy.

He told delegates attending the conference, which is intended to improve understanding that effectively managed waste can be a renewable resource, that it was necessary for the island to develop such a policy, which will provide the framework for sustainable management of waste in the region.

“We recognise that waste is a valuable resource, an important source of energy, and that the current waste management practices are resulting in an economy and citizenry that are more vulnerable to the impacts of climate change,” Prime Minister Mitchell said.

“A critical issue is that in the majority of Caribbean countries, imported petroleum is the chief source of primary commercial energy, while vast renewable energy resources remain to be developed.”

The conference is being held under the theme ‘Energy Services From Waste: The Development of a Regional Integrated Organic Waste Management Sector, and is being organised to promote improved management of waste for environmental protection and strengthening coastal resilience to climate change impacts.

Mitchell said that while global oil prices are now at their lowest levels in over a decade, high and generally unpredictable oil prices have consistently retarded the competitiveness of regional goods and services.

Scarce foreign exchange earnings that are being spent by our countries to pay for energy imports could be otherwise directed to alleviating poverty, adapting to climate change and sea level rise, or finance other critical interventions which are necessary for building our social, economic and climate resilience; thus increasing our ability to recover and respond which is the cornerstone of sustainable development,” he suggested. The Caribbean region stands at a crossroads, faced with several critical challenges associated with the generation, distribution, and use of energy. Despite the availability of tremendous domestic renewable energy resources, the region remains disproportionately dependent on imported fossil fuels, which exposes it to volatile oil prices, limits economic development, and degrades local natural resources. This ongoing import dependence also fails to establish a precedent for global action to mitigate the long-term consequences of climate change, which pose a particularly acute threat to small-island states and low-lying coastal nations.

While onerous, these shared challenges are far outweighed by the region’s tremendous potential for sustainable energy solutions. By acting on this potential, the Caribbean can assume a leading role in the global effort to combat climate change while promoting sustainable regional economic and societal development. Representing a geographically, culturally, and economically diverse cross-section of the region, the Caribbean Community (CARICOM) provides the ideal platform to construct the legislative and regulatory frameworks necessary to achieve this transition.

CARICOM represents 15 diverse member states: Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, Saint Lucia, St. Kitts and Nevis, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago. Although these states vary widely, they face many common energy challenges.

CARICOM has already begun to play a crucial role in the regional transition to sustainable energy. Recognizing the need to develop a coordinated regional approach to expedite uptake of renewable energy and energy efficiency solutions in the Caribbean, CARICOM adopted its regional Energy Policy in 2013 after a decade in development. The policy charts a new climate-compatible development path that harnesses domestic renewable energy resources, minimizes environmental damage, and spurs social opportunity, economic growth, and innovation.

To translate these intentions into action, the CARICOM Secretariat commissioned the Caribbean Sustainable Energy Roadmap and Strategy (C-SERMS), designed to build on existing efforts in the region and to provide CARICOM member states with a coherent strategy for transitioning to sustainable energy. In this C-SERMS Baseline Assessment and Report, the Worldwatch Institute provides an analysis of the region’s current energy and energy policy situation, evaluates regional potential for renewable energy and energy efficiency solutions, and recommends regional targets for energy sector transformation in the short, medium, and long terms.

Solar panels empower indigenous people in Canada's north

BEHCHOKO, Northwest Territories, Canada, Oct 26 (Thomson Reuters Foundation) - Daniel T’seleie, an indigenous activist in Canada’s far north, is campaigning to help his people wean themselves from a worrying dependence on imported fuel and food, recover old traditions and win greater autonomy from the government.

In a region with nearly 24 hours of daylight in the summer, one way to help meet his goals seems obvious: more solar power.

“Right now a lot of communities in the Northwest Territories are dependent on diesel-generated electricity, along with store-bought food,” said T’seleie in an open air interview near Behchoko, a clutch of small wooden houses nestled along the shores of Great Slave Lake.

Standing beside spindly jack pine trees growing from thin soil on the hard granite rock that covers much of northern Canada, T’seleie sees renewable energy as the force which could respond to the region’s complex, intertwined challenges.

Canada’s north is particularly vulnerable to global warming, which is making it harder for indigenous people to continue their traditions of hunting and trapping on the land, as ice sheets melt and caribou herds collapse.

And although indigenous people want what they call a “nation to nation” relationship with the Canadian government, they largely depend on it for diesel fuel in order to keep warm.

By harnessing renewable energy, T’seleie believes indigenous communities could gain more freedom from the state and revive ancient cultural practices, while doing their part to combat climate change which is hitting them particularly hard.

“Any way that communities can produce energy at a local level produces independence,” said the 34-year-old, sporting a baseball cap and jeans, the informal dress common in Canada’s rugged north.

SOLAR SURGE

The Northwest Territories has seen a surge in the use of solar power over the last five years, after the regional government spent about $50 million to boost renewable energy production and improve efficiency, said Jim Sparling, the territory’s senior climate change manager.

“On a per capita basis, we are second only to Ontario (Canada’s most populous province) for installed solar capacity,” Sparling told the Thomson Reuters Foundation in the territorial capital Yellowknife.

The huge and sparsely populated northern territory has fewer than 50,000 residents, about half of whom are indigenous, many from the Dene Nation, a tribal people who traditionally hunt caribou.

Solar power still represents a fairly small part of its energy consumption, though the level is rising, said Sparling.

Private individuals and companies in the territory are also installing solar panels on their own to try and bring down their energy bills and cut dependence on imports, he said.

That combination of rising use of renewable and better energy efficiency has allowed the province to hold its climate-changing emissions stable at 2005 levels despite a rise in the population and a growing economy, Sparling said.

The territorial government plans to be part of a Canadian delegation going to Paris for a U.N. climate summit in December, aimed at reaching a new global agreement on climate change.

Average temperatures in parts of the northern territory have already risen more than 3 degrees from pre-industrial levels, Sparling said.

Scientists say average world temperatures should not rise more 2 degrees if the world is to avoid the worst disasters associated with global warming.

“We have to scale up the ambition,” Sparling said. “We are very vulnerable if this problem gets worse.”

SWITCH OVER

North of the Arctic Circle, the village of Colville Lake, with fewer than 200 residents, is in the midst of a major switch from diesel power to solar.

Last year, the mostly indigenous community faced weekly power outages. But after a new solar power system was set-up, the area is now nearly self sufficient in electricity production during summer months when the sun shines almost round the clock.

It still needs to import fuel for the winter, but officials believe the new investments will lead to a 30 percent drop in diesel consumption, helping the environment and saving money.

Other small northern towns are looking to mimic the project to save cash and allow people to maintain traditional lifestyles by being less dependent on expensive imports.

“In the last 10 to 15 years there has been a huge push from (indigenous) communities to try and support themselves,” said Ashlee Cunsolo Willox, an indigenous studies professor at Cape Breton University and a researcher on climate change impacts.

As global warming leads to the thinning of Arctic sea ice and changes in the habits of northern animals, the region’s indigenous inhabitants are struggling to adapt their lifestyles while holding onto old traditions, she said.

The caribou population has collapsed in parts of the territory in a development experts link to climate change, and melting ice makes it harder for hunters to navigate the land in search of other animals to hunt.

“The north is the fastest changing geography in the world,” Cunsolo Willox said in a phone interview. “There is a lot of concern that traditional knowledge and skills will be lost with climate change.”

OLD TRADITIONS, NEW TECHNOLOGIES

Building greater self sufficiency - including by adapting cleaner, cheaper energy - may be a strategy for holding onto the old ways, activists say.

T’seleie, a law school graduate, said he previously tried to work through Canada’s court system and treaty negotiations to win greater autonomy for his people, after what he considers years of colonial abuses.

In the 1920s, Canadian colonial administrators declared the government’s aim was to “get rid of the Indian problem” by ending indigenous cultural practices, corralling the population into reserves and forcing aboriginal children into grim residential schools.

Canada’s government signed treaties with many indigenous groups, often in return for political support during periods of conflict, granting them access to parts of the land they once controlled and other benefits.

But many legal scholars and historians say the government did not honor those agreements in good faith.

After becoming disillusioned with the legal process, T’seleie decided working towards greater self-sufficiency in food and energy was the best way forward.

T’seleie is part of the first generation of indigenous people not forced to attend residential schools usually run by religious groups in other parts of Canada which took children from their parents, and forced them to speak English rather than native languages as a means of assimilation.

Sexual and physical abuse were rife at the institutions, the government now admits following years of litigation.

Health experts and indigenous leaders believe the legacy from these schools - including that many parents never learned how to raise children, as they were taken from their own parents - partially explain high rates of substance abuse, family violence and poverty in some indigenous communities.

Allowing people to stay on their ancestral land, continuing hunting and trapping practices, and learning stories and traditions from community elders are key to overcoming these problems, said Cunsolo Willox.

To support traditional practices and allow indigenous communities to live off the land as they have done for centuries, they need access to renewable energy, T’seleie said.

“A huge aspect of our lives, culture and language is lost when we can’t be on the land,” he said. “For me, that’s one of the biggest threats of climate change.” More

New York’s new solar plan sets a high bar

New York wants to get serious about solar power. The state has a goal to cut its greenhouse gas emissions 80 percent below 1990 levels by 2050, and it’s already among the nation’s solar leaders. New York ranks ninth overall for total installed solar, and in 2013 alone it added enough to power more than 10,000 homes.

While that’s great news for solar companies and environmentalists, it’s a bit of a problem for electric utilities. Until recently, the business model of electric companies hadn’t changed much since it was created a century ago. (The country’s first electric grid was strung up by Thomas Edison in Manhattan’s Lower East Side in the 1880s, and some parts of it continued to operate into the 2000s.) Utilities have depended on a steady growth in demand to stay ahead of the massive investments required to build power plants and the electric grid. But now, that tradition is crumbling — thanks to the crazy growth of rooftop solar and other alternative energy sources and some big advances in energy efficiency that have caused the overall demand for electricity to stop growing. Meanwhile, utilities in New York are also required to buy the excess power from solar buildings that produce more than they need — a policy called "net metering".

But here’s the thing: Even the most ardent climate hawks agree that we can’t afford for utilities to go out of business altogether. Someone needs to maintain and manage the grid. Hardly any solar homes are actually "off the grid," since they still depend on power lines to soak up their excess electricity during sunny afternoons and deliver power at night. In fact, net metering is a key factor in making solar economically viable to homeowners.

The question of how to aggressively slash carbon emissions without completely undermining the power sector (and simultaneously raising the risk of blackouts and skyrocketing electric bills) is one of the big existential questions that climate-savvy lawmakers are now trying to figure out. And last week in New York, they took a huge step forward.

Under a new order from the state’s Public Service Commission, utility companies will soon be barred from owning "distributed" power systems — that means rooftop solar, small wind turbines, and basically anything else that isn’t a big power plant. (There are some rare exceptions built into the order, notably for giant low-income apartment buildings in New York City that small solar companies aren’t well-equipped to serve.)

"By restricting utilities from owning local power generation and other energy resources, customers will benefit from a more competitive market, with utilities working and partnering with other companies and service providers," the commission said in a statement.

The move is part of a larger package of energy reforms in the state, aimed at setting up the kind of futuristic power system that experts think will be needed to combat global warming. The first step came in 2007, when the state adopted "decoupling," a market design in which a utility’s revenue is based not on how much power it sells, but on how many customers it serves. (Remember that in most states utilities have their income stream heavily regulated by the state in exchange for having a monopoly.) That change removed the incentive for utilities to actively block rooftop solar and energy-saving technology, because lost sales no longer translate to lost income. But because utilities could still make money by recouping the cost of big infrastructure projects through increases to their customers’ bills, they had an incentive to build expensive stuff like power plants and big transmission hubs even if demand could be better met with efficiency and renewables.

Now, under New York’s most recent reform, a utility’s revenue will instead be based on how efficiently and effectively it distributes power, so-called "performance-based rates." This, finally, provides the incentive utilities need to make decisions that jibe with the state’s climate goals, because it will be to their advantage to make use of distributed energy systems.

But there’s a catch, one that had clean energy advocates in the state worried. If utilities were allowed to buy their own solar systems, they would be able to leverage their government-granted monopoly to muscle-out smaller companies. This could limit consumer options, drive up prices, and stifle innovation. That, in turn, could put a freeze on consumers’ interest in solar and ultimately slow down the rate at which it is adopted. But if small companies are allowed in, then the energy market starts to look more like markets for normal goods, where customer choice drives technological advances and pushes down prices.

"New York’s approach to limit utility ownership balances the desire for more solar with the desire to have competitive markets that we expect to continue to bring down the costs of solar," said Anne Reynolds, director of the Alliance for Clean Energy New York.

The upshot is that solar in New York will be allowed to thrive without being squeezed out by incumbent giants like Con Edison and National Grid.

"This is as exciting as the Public Service Commission gets," said Raya Salter, an attorney with the Natural Resources Defense Council in New York who worked with state regulators on the plan. "These are bold, aggressive changes."

The policy puts New York on track for a new way of doing business that many energy wonks now see as inevitable. In the past, the role of electric utilities was to generate power at a few central hubs and bring it to your house; in the near future, their role will be to facilitate the flow of power between countless independent systems.

"We need to plan for a primarily renewable system," said John Farrell, director of the Institute for Local Self-Reliance, which advocates for breaking up the old utility model as a key solution to climate change. "We want to pay [utilities] for doing things we want, rather than paying for their return on investment for the things they build."

So far, the response from utilities has been receptive; a spokesperson for Con Ed said the company looks forward to developing details for how the order will move forward.

The change in New York could become a model for other states, Reynolds said. Regulators in Hawaii are already considering a similar policy.

"Everyone is watching to see what’s happening here," she said. "It’s really a model of what a utility could be in the future." More

ECLAC, IDB, UNDP Partner to Accelerate SE4ALL in Latin America and Caribbean

23 February 2015: The UN Economic Commission for Latin America and the Caribbean (ECLAC), Inter-American Development Bank (IDB) and UN Development Programme (UNDP) have formed a partnership in support of the Sustainable Energy for All (SE4ALL) initiative in the Americas.

The partners intend to create a joint work plan, capitalizing on the unique strengths of each organization to enable on-the-ground implementation of the SE4ALL goals.


Meeting in Washington DC, US, on 23 February 2015, the three institutions discussed undertaking cooperative activities such as: creating knowledge products; helping to plan for universal energy access; coordinating with national and international partners; monitoring progress in the region; policy analysis; and improved project preparation and finance access. According to the partners, increasing their coordination will provide attractive investment opportunities to further speed the transition to universal sustainable energy access.


The stated potential objectives of the partnership are: providing resources that support policy and institutional reforms and regulatory frameworks that encourage the development of sustainable energy production and use; the comprehensive mapping of regional energy programs run by regional stakeholders; and determining indicators and data that will be collected from all countries. Caribbean Energy Summit 2015: US Announce Investments in Energy Security for Caribbean Countries During First-Ever DC Summit

The Obama administration recently hosted the first Caribbean Energy Security Summit to support the region's improved governance, access to finance and increased donor coordination for the energy sector.

Vice President Joe Biden has led the issue of Caribbean energy security and said the Obama administration considers the topic as a primary issue.

"This is extremely important to us. It's overwhelmingly in the interest of the United States of America that we get it right, and that this relationship changes for the better across the board," Biden said.

Biden added that the low oil prices have given little breathing room for governments, but there are alternatives. He mentioned renewable energy as an affordable source in addition to developing wind and solar energy.

"Meanwhile, we're in the midst of a seismic shift in the global economy: the ascendancy of the Americas as the epicenter of energy production in the world," Biden said. "We have more oil and gas rigs running in the United States, than all the rest of the world combined. Mexico, Canada and the United States is the new epicenter of energy -- not the Arabian Peninsula. It is the new epicenter of energy in the 21st century."

The vice president called for an integrated North America to promote energy security since the U.S. wants Caribbean countries to "succeed as prosperous, secure, energy-independent neighbors -- not a world apart, but an integral part of the hemisphere, where every nation is middle class, democratic and secure."

Biden further stressed the purpose of the summit is not to "put up another solar panel or sign another gas contract" but to help countries establish protocol to attract private-sector investment. The vice president, however, acknowledged that countries have to confront corruption by having clear and transparent rules.

The U.S. created the Overseas Private Investment Corporation (OPIC), which will focus on developing energy projects for the Caribbean. Biden announced $90 million from the OPIC will be funded to Jamaica for wind projects.

The Caribbean Energy Security Summit is a "key component" to Biden's Caribbean Energy Security Initiative, which he announced in June 2014.

A joint statement on Monday had participating countries and regional and international organization agreeing for the Caribbean to make "necessary and specific reforms" that include efforts for sustainable and clean energy technologies. The participants also stated their commitment to exchange data and energy information.

The Jan. 26 summit from Washington, D.C. included governments from Antigua and Barbuda, Aruba, Bahamas, Barbados, Belize, Canada, Colombia, Curacao, Dominica, Dominican Republic, France, Germany, Grenada, Guyana, Haiti, Jamaica, Mexico, New Zealand, Spain, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname, Trinidad and Tobago and the United Kingdom. Israel’s looming gas empire requires a final solution in Gaza

“The destruction which I have seen coming here is beyond description,” said UN secretary-general, Ban Ki Moon, after his October tour of the Gaza Strip.

Operation Protective Edge, Israel’s military incursion into Gaza this past summer, wrought an unprecedented level of devastation on the tiny strip of land inhabited by 1.8 million people. The operation had damaged or destroyed over 100,000 homes, affecting more than 600,000 Palestinians - a third of the population.

Mowing the grass

“Basically the town is unliveable,” said Mayor Mohammed al-Kafarna about Beit Hanoun. “There is no power, water or communications. There are not basics for life.” One major sewage pipe serving nearly half a million people had been severed, sending huge quantities of raw sewage into the sea and on fields.

In 2012, a UN report warned that Gaza “will not be liveable by 2020”. The following year, Israel’s tightening of its blockade prompted Filippo Grande, commissioner-general of the UN Works and Relief Agency (UNWRA), to say that “Gaza is quickly becoming uninhabitable.”

Israel’s massive bombardment of Gaza this summer has fast-tracked that outcome. This is no accident. While Israeli officials will not admit it, this strategic goal can be surmised from the statements of those close to key officials in Netanyahu’s administration.

Dismantling Gaza

“The only durable solution,” wrote Martin Sherman in the Jerusalem Post during the summer onslaught, “requires dismantling Gaza, humanitarian relocation of the non-belligerent Arab population, and extension of Israeli sovereignty over the region”: a recipe for ethnic cleansing and colonisation. He complained that the elected Israeli government is constrained by an unelected “left-wing” political discourse wedded to “the two-state concept and the land-for-peace doctrine,” both of which must be rejected.

For Sherman, the current strategy of periodically “mowing the grass” – “a new round of fighting every time the Palestinian violence reaches levels Israel finds unacceptable” – must be replaced by a final solution: “The grass needs to be uprooted – once and for all.”

Sherman is no pariah. On the contrary, his ideas increasingly represent the thinking of senior Israeli cabinet officials. As founding director of the Israel Institute for Strategic Studies (IISS), an initiative dedicated to laying “the foundations of a new assertive Zionist-compliant paradigm,” Sherman’s platform is endorsed by the following key Israeli leaders: Yaakov Amidror, Israel’s national security adviser until 2013; Uzi Landau, minister of tourism and ex-minister for energy; and Moshe Ya’alon, vice prime minister and incumbent defence minister.

Colonisation

These connections reveal critical elements of Israel’s security strategy. Amidror, for instance, has long advocated that Israel directly occupy Gaza “for many years,” to prevent a situation where “Hamas is strengthened into an entity similar to Hezbollah.”

His successor, Yossi Cohen, who presided with Ya’alon over Operation Protective Edge and who has previously served as deputy head of Shin Bet (Israel’s domestic security agency), told Israeli Army Radio that the operation had successfully created conditions that would facilitate the Palestinian Authority’s (PA) return to power in Gaza at Hamas’ expense. Hamas needed to be “demilitarised”, he said.

Israeli foreign minister Avigdor Lieberman agreed: “As long as Hamas controls Gaza, we won’t be able to ensure the safety of Israel's citizens in the South and we won't be able to make a peace agreement.” Earlier during the latest invasion of Gaza, Lieberman recommended that Israel consider re-occupying Gaza to end rocket attacks.

Palestinian statehood: A threat to Israel’s energy hegemony?

Another Sherman endorser, Uzi Landau, who is currently minister of tourism, was minister for energy and water from 2009 to 2013. There he oversaw Israel’s resource policies, especially concerning gas discoveries and export options. In 2011, when the PA was bidding to secure formal UN recognition of Palestinian statehood, Landau told Israeli radio that Israel should unilaterally declare its sovereignty over the Jordan Valley, West Bank settlements, and all of Gaza to head off the bid. He had previously been dispatched by the foreign ministry to Chile, Colombia and Australia to lobby against the PA campaign.

Why would Landau, then energy and water minister, be sent to lobby against Palestinian statehood?

In recent years, Israel had made increasingly significant energy discoveries throwing light on the link. In December 2010, the Texas based energy company Noble energy announced that it had discovered 25 trillion cubic feet of gas in the offshore Leviathan field (downgraded more recently to 17 trillion). This followed the US Geological Survey’s (USGS) assessment earlier in the year of an estimated 122 trillion cubic feet of technically recoverable gas in the Levant basin, encompassing the waters of Israel, Syria, Lebanon, Cyprus and Gaza. This is “bigger than anything we have assessed in the United States,” said a USGS spokesperson at the time.

Landau’s advisers: Israel’s gas could deplete in decades

The new discoveries would turn Israel into a gas-export powerhouse, with potentially transformative implications across the region. But there were potential pitfalls.

In 2012, the chief scientists of Landau’s energy and water ministry warned the government that Israel did not have sufficient gas resources to sustain both exports and domestic demand. Citing a gap of “100 to 150 billion cubic metres between the demand projections that were presented to the committee and the most recent projections,” they said that Israel’s “gas reserves are likely to last even less than 40 years!"

By 2055, the chief scientists argued, even if Israel chose not to export any gas, it would entirely exhaust its offshore reserves. But if Israel exports significant quantities of gas, and if it turns out that much of its gas turns out to be not commercially extractable, then the breaking point could arrive decades earlier. “The more gas we use now, the sooner we'll need to start importing gas or oil or to find alternative technology.”

Landau and his colleagues obviously took the report seriously enough that, according to Ha'aretz, they excluded the report’s findings from the committee determining Israel’s gas export policy.

Threat of war

Complicating matters further, many of the recently discovered oil and gas resources Israel is claiming for itself are in disputed territorial waters where maritime boundaries are not clearly defined.

In the summer of 2010, Landau said that Israel would “not hesitate to use force” to protect its offshore gas discoveries. He was responding to claims that Leviathan’s deposits extend into Lebanon’s territorial waters.

Similarly, two offshore fields that Israel is already exploiting have been claimed by the Palestinian Authority to extend into Gaza's offshore territory – Mari-B, which is near depletion, and Noa North, both of which are being developed by Noble Energy.

Gaza’s gas: The key to peace?

In March 2014, just a few months before the IDF launched Operation Protective Edge in Gaza, the German Marshall Fund of the United States published a policy brief on Israel’s interests in Gaza’s gas fields by Simon Henderson, director of the Gulf and Energy Policy Program at the Washington Institute for Near East Policy (WINEP) in Washington DC. WINEP is notable for its influence amongst US foreign policymakers. Current and former WINEP members have had senior roles in successive US administrations, including Obama's, and its alumni have gone onto serve across various US government agencies on Middle East policy.

Henderon’s policy brief in particular pinpointed the Gaza Marine, where just over 1 trillion cubic feet of gas was discovered by BG Group in 2000. Gaza Marine could supply all of Palestinian power for up to 20 years. Although the election of Hamas in 2006 in Gaza left negotiations over the gas between Israel and the PA at a stalemate, according to Henderson: “In late 2011 and early 2012, there was renewed Israeli interest in devising a way to exploit the natural gas of Gaza Marine.”

International diplomatic interest further increased in 2013, with Quartet Middle East envoy Tony Blair and US secretary of state John Kerry seeing the Gaza Marine as integral to a potential peace package. In October 2013, Israeli officials conceded that the Israeli government was “very supportive” of the project. All this is corroborated by British Foreign Office files released under Freedom of Information.

Israel’s vision for the Gaza Marine includes a range of options. Apart from boosting PA revenues dramatically, “Using Gaza Marine gas may also reduce the need of Israel to consume its own natural gas to generate electricity for the Palestinians,” observed Henderson. “Such usage will also marginally lower Israel’s dependence on fields controlled by the Noble Energy/Delek group, which currently holds the licenses for the Tamar field and all the other Israeli fields likely to come on stream in the next few years.”

Gaza’s gas, Henderson continued, “would be available for transfer into Israel’s natural gas main network, feeding power stations and petrochemicals across the country.” The gas could also be used for Gaza’s power plant, or even to power the West Bank. In the latter case, “the Gaza Marine natural gas would be fed to an Israel power plant to generate electricity. That electricity would then be supplied to the West Bank.”

Gaza’s gas: The key to exports?

But there is another dimension to the strategic significance of the Gaza Marine: Israel’s gas ambitions. This was alluded to by Ariel Ezrahi, senior energy adviser in Tony Blair’s Office of the Quartet Representative in east Jerusalem, who noted that the biggest obstacle to Israel becoming a regional gas exporter is the opposition of domestic Arab populations in Jordan, Egypt, Turkey and elsewhere.

This opposition could, however, be overcome if Israel finds a way to integrate Gaza’s gas into the export equation, so that Arab publics find a way to see gas deals with Israel as acceptable: “… it would be wise for Israel to at least consider the contribution of the Palestinian dimension to these deals,” said Ezrahi. “I think it’s a mistake for Israel to rush into regional agreements without at least considering the Palestinian dimension and how it can contribute to Israeli interests.” Israel should use the Gaza Marine “as an asset as they strive to join the regional power grid, and as a bridge to the Arab world,” by selling Palestinian “gas to various markets,” or promoting a deal with the corporations developing Israel’s “Tamar and Leviathan [fields] that will allow for the sale of cheap gas to the [Palestinian] Authority.”

Hamas: The obstacle

For Israel, the existence of Hamas remains the chief obstacle to any of these scenarios. According to Simon Henderson: “The main challenge to Secretary Kerry’s vision is that the Gaza Marine natural gas field is offshore the Gaza Strip, controlled by Hamas, whose authority is not recognised by the PA, which is based in Ramallah. Additionally, the United States regards Hamas as a terrorist organisation and Washington is therefore legally constrained from cooperating with it.”

In other words, from the perspective of Israeli hawks and the entities of the Quartet - the US, EU, UN and Russia - the fundamental obstacle to both the proposed ‘peace package’ and Israel’s interests in becoming a regional energy hegemony, is the continued existence of Hamas in Gaza.

In 2007, incumbent defence minister Ya’alon advised in an influential policy paper that there was only one way to solve this problem: “It is clear that without an overall military operation to uproot Hamas control of Gaza, no drilling work can take place without the consent of the radical Islamic movement.” Ya’alon is yet another Israeli government official who endorses Martin Sherman’s IISS initiative.

Since then, successive Israeli military operations - including Operation Protective Edge - have aimed at degrading Hamas’ power in Gaza by making the entire civilian population of the strip pay the price. Through excessive military action to devastate Gaza’s critical infrastructure until much of the strip is virtually “uninhabitable,” Israel has successfully accelerated this process.

Strangulating Gaza

Under the new ceasefire agreement with Hamas after the operation, Israel had secured even more Draconian powers to enforce its ongoing siege of Gaza. This included a partial military re-occupation by maintaining a 100 metre buffer zone inside Gaza; a joint Israeli, UN and PA committee to supervise the process for goods being permitted into Gaza; tight monitoring of imports of construction materials, as well as their use inside Gaza, to guarantee they would not be used by Hamas to build ‘terror tunnels’ and weapons; and on the table for discussion, Israel’s top priority was to make the total demilitarisation of Gaza a precondition for reconstruction and rehabilitation.

Under this extraordinary scheme, Gaza will be under constant surveillance by Israeli drones, and the PA-UN supervisory committee will submit all details of homes needing rebuilding to an Israeli database for close monitoring and approval.

Against this context, the decision by the EU General Court to remove Hamas from a list of terrorist groups along with the European Parliament’s new resolution recognising “in principle… Palestinian statehood and the two-state solution,” takes on new meaning.

To move forward, what remains of the aborted Kerry-Quartet vision for ‘peace’ encompassing the exploitation of Gaza’s gas, requires Hamas’s military capabilities – already infinitesimal compared to Israeli’s $15.5 billion military budget – to be degraded to the point of being utterly negligible.

The EU’s latest measures appear designed to incentivize the Palestinians and Hamas to comply with this vision of a pliable, demilitarised Gaza as a step toward a ‘two-state’ solution dominated and controlled by Israel: the carrot.
